usually i charged to my POSB card in USD... using DBS rate...

if i'm not wrong, paypal rate is slightly better by a few tenths of a percent, which amounts to only a few cents or maybe a dollar or so.
dbs exchange rate i'm not so sure, but u can check whether their rate already include the 3% charge (i think it's 3%).
